SUBJECT:
Council Consideration for the Acceptance of Public Improvements for the Concrete Panel Replacement Project, Installed by Van Ewing Construction, in the Amount of $239,207.54.
BACKGROUND:

The Base Bid, Alternative 1, and Alternative 2 were awarded for this project.

Base Bid

The base bid included repairs to 4-J Road between 6th and 7th Street and individual panel replacements on Georgia Circle.

Alternative 1

This bid alternative substitutes the individual panel replacement with full pavement replacement.  This alternative takes advantage of more cost effective paving costs rather than patching costs as well as providing a more durable and longer anticipated pavement life.

Alternative 2

This bid alternative includes the replacement of a section of driveway approach and paving at the main gate leading into the Mickelson Fire Training Center. This work was funded by the City of Gillette as a contribution to the Campbell County Joint Powers Fire Board.

Schedule

This work was awarded on October 18, 2016.  The project set a May 31, 2017 completion date.  The contractor was allowed to begin work in the fall, completing a section of Georgia Circle and the 4-J Road portions of the project by Thanksgiving of 2016.  Work ceased until March 22, 2017, when the Van Ewing resumed work on the balance of Georgia Circle.

Due to weather, a section of poor soils that had to be replaced, and the addition of water valve replacements, a total of 10 days were added to the Substantial completion date of May 19th as well as final completion date of May 31, 2017.  The new substantial and final completion dates became June 2nd and June 14, 2017 respectively.

Work was completed with in the allotted Contract Time.

ACTUAL COST VS. BUDGET:

The project was awarded in the amount of $225,553.08.

Subsequent to the award, the pavement repairs at the Mickelson Fire Training Center were added to the project.  Change Order No. 1 was executed, adding $24,795.98 increasing the contract amount $250,349.06.

There were four (4) additional change orders accounting for draws from the force account, additional working days, and the final quantity adjustments for the project resulting in a $11,141.52 decrease in the contract amount.

The final contract price was in the amount of $239,207.54. The Original Project project budget was $265,550.00.

This project was funded through  the 1% Optional Sales Tax Account 201-10-05-419-40-44331.
