The Campbell County Public Land Board has sought to amend a financial policy implemented in 1993 regarding the management of the "CAM-PLEX Special Events Account". The purpose of the Special Events Account is designated as a separate account to be operated separately from the General Budget for events such as the National High School Finals Rodeo, RV Rallies, and the Pyrotechnical Convention, and similar events.
The policy changes generally are as follows: (1) revenue from special events shall be placed in the Special Events Account for purposes of operating special events; (2) the Board may approve expenditure of funds from the account for purposes of capital projects and other improvements needed for special events; (3) any expenditure over $35,000 must be approved by the County and the City in writing; (4) any expenditure from the account must be matched dollar-for-dollar into the Operations Reserve Fund.
The Board shall provide quarterly accounting to the County and City of all accounting and expenditures from the account. The Board shall retain authority to determine the balance to be maintained within the Special Events Account as part of its annual budgeting process. |
