SUBJECT:
Council Consideration for the Approval of the Updates to the Gillette Urban Systems Functional Classification Map, Amending the Urban Systems Boundary and Select Roadway Updates.
BACKGROUND:

The Gillette Area Urban Systems Advisory Committee is charged with recommending changes to the Urban Roadway Functional Classification map through the Wyoming Department of Transportation Planning Division. Major changes to the Urban Systems boundary or functional classification of roadways must be approved by the County Commission, City Council, WYDOT Systems Planning Engineer and the FHWA Planning/Research Manager for the Wyoming Division. To be eligible for funding from this program, the roadway must fall within the approved Urban Systems boundary and have a functional classification of minor collector or higher.

At the October 25, 2017 Urban Systems Committee Meeting, the committee voted to make the following changes to the map:

  • Highway 59 north of the Little Powder River Road intersection has been removed as it has been vacated by WYDOT
  • The east-west section of Highway 59 from the US14-16 near the Airport to Little Powder River Road has been renamed from “Highway 59” to “Little Powder River Road”
  • A dashed (future) major collector extension of Burma Avenue across the Centennial Section to Northern Drive has been added
  • The dashed (future) extensions of Boxelder Road from Burma Avenue to Highway 50, and from Highway 50 into Westover, have been changed to solid minor arterials
  • The Urban Systems boundary south of Antelope Valley has been moved further south to the south boundary of Sections 23 and 24 to account for the pending annexation of Antelope Valley

The County Commissioners approved these Functional Classification Map amendments at their November 7th, 2017 meeting.

I recommend the City Council approve these changes and have the Mayor execute the Urban Boundary and Roadway Functional Classification Concurrence document.

Upon execution, the document shall be forwarded to WYDOT and to the FHWA for their consideration and final signatures.
