The scope of work for the Barrier Rehabilitation included the Base Bid and Alternative 1. The Base Bid included repair of deteriorated and damaged barrier concrete as well as resurfacing. Alternative 1 added epoxy injection of remaining concrete cracks in the concrete barriers.
To develop the scope of work and quantities for the project, Structural Dynamics mapped the extents of the delaminated concrete and the surface cracks on the barriers. Additionally, they exposed the reinforcing steel at ten (10) locations at both the top and bottom of the barrier. The quantity of the concrete repair was established using the results of the field investigation, the as-built drawings of the overpass, and the depth of the reinforcement steel in the sampled locations.
As work progressed, it became apparent the quantity of repaired concrete was underestimated, primarily because the depth to the reinforcement steel at mid height of the barrier was deeper below the face than indicated on the as-built drawings. This resulted in an over-run in concrete repair quantities of approximately 2½ times the original quantities.
In order to manage the cost of the overrun in concrete repair, and due to the limited effectiveness of the epoxy injection that had been done, the epoxy injection (Alternative 1) quantity was drastically reduced. |
