Council Consideration of a Resolution for the Bid Award of the Special Improvement District #52 Project, Entitled Interstate Industrial Park L.I.D. and Street Improvements, to DRM, Inc., in the Amount of $3,739,673.57 (1% Project).
BACKGROUND:

The City held a Public Hearing on September 19, 2017 and subsequently passed the third reading of Ordinance No. 3937 to order the improvements of the L.I.D. and direct the City Engineer to prepare the Plans and Specifications therefor on November 7, 2017. This ordinance also set the estimated contract price for the water system improvements to be assessed at $1,705,512.00. The approval of the Plans and Specifications by Council occurred via Resolution No. 2642, on November 21, 2017.

This project advertised for bid on December 22, 2017, December 29, 2017, and January 5, 2018, with bids being opened January 25, 2018, at 10:00 A.M., at the office of the City Purchasing Division, Central Warehouse, 800 N. Burma Avenue, Gillette, Wyoming. 

Five (5) Bids were received:

        DRM, Inc. $3,739,673.57

        Hot Iron, Inc. $4,216,175.44

        Powder River Construction, Inc. $3,995,887.75

        COP Wyoming, LLC. $3,836,049.00

        Mountain View Building, Inc. $4,796,582.13

The bids have been reviewed by the design engineer, DOWL, and they have determined that DRM, Inc. is the lowest responsible bidder. The contract requires the work to be substantially complete in 190 working days and ready for final payment 10 days after the date of issuance of the Certificate of Substantial Completion.

Contract times shall commence to run no later than April 21, 2018.

The water system improvements will consist of the abandonment of the existing water well and facilities; installation of approximately 7,200 lineal feet of 12” PVC and 450 lineal feet of 6” PVC water mains; connections to the City’s existing water system in four separate locations; the installation of approximately 2,500 lineal feet of 4” water service line, with approximately 1,100 feet being installed by horizontal directional drilling; near the property line the 4” service line will be reduced to a 1” service line and connected to the existing service; installation of 44 meter pits, one for each service line; the installation of 17 fire hydrants; and all necessary appurtenances.

The City of Gillette will reconstruct 2nd Street and Conestoga Drive outside the costs of the water system improvements and these expenses will not be included in the assessment for the local improvement district. These improvements will be done as a 1% Project.

The project was bid under three separate bid schedules: Schedule A, Schedule B, and Schedule C. Schedules A and C are for the reconstruction of Conestoga Drive and 2nd Street as a 1% Project. Schedule B is for the water system improvements, the costs of which are to be assessed through the LID.

ACTUAL COST VS. BUDGET:

The Engineer's Estimate prepared by DOWL for the Special Improvement District #52 Project was in the amount of $3,645,290.00.

The total amount of the bid award is to be $3,739,673.57.

The bid amount for Schedule B, the bid schedule containing the water system improvements to be assessed, is $1,589,999.00.  This is less than the estimated contract amount of $1,705,512.00 in Ordinance No. 3937, meeting the requirements of Wyoming Statute of being no more than 10% above the estimate.

The initial funding for the water system improvements for this project has been allocated from the 1% Optional Sales Tax Account 201-10-05-419-40-47440, to be reimbursed by the secured SLIB DWSRF Loan, in the amount of $2,050,000.

The City has also allocated funding from the 1% Optional Sales Tax Account 201-10-05-419-40-44331 for the Conestoga Drive and 2nd Street reconstruction in the amount of $2,715,000.
