Council Consideration of a Bid Award for the Pavement Management System 2018 Schedule A Project to Van Ewing Construction, Inc., in the Amount of $579,117.34 (1% Project). 
BACKGROUND:

This project will replace the concrete paving on Camel Drive from McDonald's east entrance to the Campbell County High School.  The project includes select replacement of damaged curb and gutter, damaged sidewalk, and replacement of existing approaches with ADA compliant commercial approaches.  The project will moderate grades transitioning into the High School parking lot, improving stopping distances, and will address drainage issues across the east end of Camel Drive to reduce winter road icing.

Construction is planned to begin shortly after Campbell County High School adjourns for the summer and will be completed in early August.  The project is phased to maintain access to Smith's (and neighboring businesses) from Camel Drive throughout the project.

Our records indicate that Camel Drive was likely originally constructed in the early to mid-70's, but we have not discovered record drawings for the original construction.  A site plan for Buttrey Foods (now Smith's) from 1977 indicates there was concrete paving on Camel Drive at that time. There is only one record of repairs done on Camel Drive with a panel replacement project in 1989. 

Bid Opening

Four bids for the PMS 2018 Schedule A Project were received at the City of Gillette Purchasing Division at 2:30 PM on February 7, 2018.  The bids were received, opened, and read aloud.  The bids were as follows:

Upon review, there were no errors with any of the bids and all are considered responsive bids. 

Three of the four bidders submitted Wyoming Residency Certificates.  Corland Construction out of Sidney, MT did not.  The 5% Wyoming Preference Act of 1971, W.S. 16-6-201 did not cause a change in the lowest bidder.

The contractor has 55 working days to achieve substantial completion and an additional 10 working days to achieve final completion of the project.

ACTUAL COST VS. BUDGET:

The lowest bid from Van Ewing Construction, Inc. was 22% lower than the engineer's estimate. 

The 6½" Portland Cement Concrete Paving and the 6" Aggregate Base bid items account for $94,000.00 in the difference between Engineer's estimate and the low bid.  Our consultant evaluated the difference and found a range of cost for 6½" concrete in the last decade from a high of $70.00/sy, to the bid we received of $47.65/sy.  The next lowest cost in the past decade was $51.00/sy, with an average of $55.61/sy.  Aggregate base has ranged from a high of $13.50/sy to $3.00/sy.  The bid for this project was $4.95/sy.

The funding for this project has been allocated from the 1% Optional Sales Tax Account 201-10-05-419-40-44331, Pavement Management System Fund, for $1.1 million.  Of that, $900,000 was budgeted for construction costs, and $180,000 was budgeted for design and construction management consulting fees.
