Council Consideration of a Professional Services Agreement for Construction Management Associated with the Pavement Management System 2018 Schedule A Project, with Morrison Maierle, Inc., in the Amount of $106,748.00 (1% Project). 
BACKGROUND:

This project will replace the concrete paving on Camel Drive between McDonald's and the Campbell County High School.  The project includes replacement of damaged curb and gutter, damaged sidewalk, and replacement of existing approaches with ADA compliant commercial approaches.  The project will improve the transition into the High School parking lot to improve stopping distances and will improve drainage to reducing repeated icing issues across the east end of Camel Drive.

The project will include phasing to maintain access to Smith's and neighboring businesses from Camel Drive throughout the project.  The project will start shortly after the school adjourns for the summer and is scheduled to be completed in early August, prior to the start of the next school season.  The project allows for 55 working days through substantial completion, and an additional 10 working days for final completion, with 65 overall working days to complete the project.

ACTUAL COST VS. BUDGET:

The funding for this project has been allocated from the 1% Optional Sales Tax Account 201-10-05-419-40-44331, Pavement Management System Fund, for $1.1 million.  Of that, $900,000 was budgeted for construction costs, $180,000 was budgeted for design and construction management consulting fees.

Van Ewing Construction, Inc., is the apparent low bidder of the project at $579,117.34.  The Engineer's Estimate for Construction was $744,173.55.  In analyzing the bid tabulations, most of the project cost savings between the bid and the estimate were realized in the paving bid item.  Ten years of historic bid data indicated an average 6.5" concrete paving with 6" aggregate base bid price of $71 per square yard.  The bid for these two items was $52.60 per square yard.   

The proposed construction administration cost is $106,748.00 (approximately $1,642/day).  Because of the lower construction bid, the percent of consulting costs vs. the construction bid is skewed higher to around 18%.  However, the consulting fees are hard hourly costs for contract management, inspection, surveying, and construction materials testing.  This proposed PSA contract's fees are within reason when compared to the City's history of average daily fees associated with other similar City construction projects.
