This project consists of installing approximately 4200 LF of water main replacement in the following areas:

1.  Hwy 14-16 from Butler-Spaeth Road to Gurley Avenue.

2.  Crossing of Hwy 14-16 and BNSF ROW at Gurley Avenue under the Gurley Bridge.

3.  4th Street from Stanley Avenue to Gurley Avenue.

The City of Gillette, Purchasing Division, opened bids for this project at the City Warehouse on Wednesday, February 14, 2018 at 3:00 P.M.

The following table summarizes the bids received and the Engineer's Estimate.

BID IRREGULARITIES

The two bidders on the project were Hot Iron, Inc., and COP Wyoming LLC.  Both bids were submitted on time and had the required Bid Bond.  Both bids included a Residency Certificate.  No irregularities were found that would justify rejection of a bid.

Based on the above evaluation, we recommend that the City of Gillette award the project to COP Wyoming, LLC at the bid amount of $1,294,693.00.

CONSTRUCTION ESTIMATE

The total construction cost for this project was estimated at $1,449,650.00 and was prepared by HDR Engineering.  The low bid from COP Wyoming, LLC., was 1,294,693.00, approximately 10.7% or $154,957.00 lower than the Engineer's Estimate.

BUDGET

Monies for this project have been budgeted from the 1% Optional Sales Tax Fund #201-10-05-419-70-47410 in the amount of $3,600,000.00.

CONTRACTOR'S REVIEW

COP Wyoming, LLC., has no apparent problems with their bid.
