BID IRREGULARITIES
The two bidders on the project were Hot Iron, Inc., and Hladky Construction, Inc. All bids received appeared to meet all requirements. All forms were signed, sealed, used City of Gillette forms, and had bid bonds for the correct amounts.
Both contractors submitted a Wyoming Residency Certificate. Thus the 5% Wyoming Preference Act of 1971, W.S. 16-6-201 did not cause a change in the lowest bidder.
There were minor mathematical errors associated with Hladky Construction's bid. Two of the unit prices shown on the received bid, when multiplied by the bid quantity did not match total shown on Hladky Construction's bid form. In accordance with Section 00200 14.01(C), discrepancies between the multiplication of units of Work and unit prices will be resolved in favor of the unit prices. Correcting the bid in favor of the unit prices, Hladky Construction's bid increased by $0.66. This did not change the order of the bidders. Morrison-Maierle considers both bids to be responsive bids.
CONSTRUCTION ESTIMATE
The total construction cost for this project was estimated at $287,726.00 as was prepared by Morrison-Maierle. The low bid from Hot Iron, Inc., was $258,230.57, approximately 10.3% or $29,495.43 lower than the Engineer's Estimate.
BUDGET
Monies for this project have been budgeted from the Madison Water Fund #301-70-72-441-70-47414 in the amount of $400,000.00.
CONTRACTOR'S REVIEW
Hot Iron, Inc., had no apparent problems with their bid.
