Council Consideration of a Resolution Initiating Annexation of a Tract of Land Known as the Country Club Island Annexation, Entirely Adjacent and Contiguous to the Present Boundaries of the City of Gillette, Wyoming, Pursuant to W.S. 15-1-404,  Certifying Compliance and Establishing a Public Hearing Date of June 05, 2018 to Consider the Proposed Annexation. 

The City's Comprehensive Plan, adopted on November 19, 2013, identified the need for infill and strategic annexation(s) that promote compact and contiguous development patterns that encourage in-City infill and prevent sprawl in the Joint Planning Area.

As part of the FY 2017-18 adopted and amended budget, the Governing Body of the City of Gillette set-aside funding for the development of annexation plats for strategic annexation islands.  The Country Club Island Annexation Area is one of these prioritized islands.

W.S. 15-1-404 establishes the procedure for which the Governing Body can initiate proceedings to annex territory.  The first step in this process is to establish a date, time and place for a public hearing to determine if the proposed annexation complies with W.S. 15-1-402.  The attached Resolution has been prepared to establish a public hearing for consideration of this proposed annexation on June 5, 2018, during the City Council's regular meeting starting at 7:00 p.m. in the City Council Chambers located at 201 E. 5th Street in Gillette, Wyoming.

Upon passage of the attached Resolution, City Staff will work with the City Clerk to prepare and distribute the required public hearing notices, landowner and utility company notices, and the Annexation Reports.  The Planning Commission will review the Country Club Island Annexation request during their regular meeting on May 22, 2018, starting at 7:00 p.m. in the City Council Chambers located at 201 E. 5th Street in Gillette, Wyoming.  The Planning Commission will forward their recommendation and a summary of comments received from the public during their meeting to the City Council for consideration during the Council's June 5, 2018 meeting.

Staff recommends approval of the attached Resolution.
