Council Consideration of a Bid Award for the Winland Industrial Park Landowners Backflow Prevention Installation to Long's Plumbing and Heating, Inc., in the Amount of $22,445.00 (1% Project).
BACKGROUND:

In preparation for the Winland Industrial Park Water & Sanitary Sewer Rehabilitation project (16EN41),  the individual lots in the Winland Industrial Park (Lysle Subdivision, and the WCW Subdivision) will be transitioned to individual water meters from the current master metering of City of Gillette water service. The Winland Industrial Park Landowners Backflow Installation project will allow for the installation of backflow prevention devices for each lot's service connection. Currently, the City of Gillette's water system is protected at the master meter with a master meter backflow device. To be in compliance with City Ordinance 17-31, regarding Cross-Connections and Backflow Protection, each individual lot is required to have a backflow device when the individual meters are installed.

The City of Gillette Water Division and Engineering Division has contacted each landowner and completed an assessment of the risk (Hazard Classification Survey) to determine which backflow device is required for the commercial use of the service. Installation of the backflow devices is being done prior to the new water service installations, which will be done during the upcoming project 16EN41.

ACTUAL COST VS. BUDGET:

The cost is $22,445.00 for the installation of 29 backflow prevention devices and all parts and equipment required to meet both City Ordinance 17-31 and the 2015 International Plumbing Code.

The contract will be funded from the 1% Optional Sales Tax Account #201-10-05-419-70-47440 and includes $400,000 State Land Investment Board (SLIB) grant and the Winland Landowners Association Contribution of $100,000.00. The agreement with the Winland Landowners Association includes provisions that a portion of their contribution will be used to pay for the backflow device installation, along with the meter fees and installation which will be included in the upcoming Winland Industrial Park Water & Sanitary Sewer Rehabilitation project (16EN41).
