Council Consideration of a Bid Award for the Stonepile Drainage Repairs, from Butler Spaeth Road to El Camino Road, to GW Construction in the Amount of $76,067.42 (1% Project).
BACKGROUND:

The Stonepile Drainage Repairs from Butler Spaeth Rd to El Camino Rd will replace two damaged sections of concrete drainage channel within the Stonepile Drainage.  The damage consists of broken channel sidewalls and deteriorated channel bottoms.  The project will also regrade sediment that has accumulated and allowed sod to develop above the channel edge and impede into the channel.

The project allows 30 days to substantial completion and an additional 10 days to final completion.  The contract has allowed for a flexible start date that will be discussed with the Contractor to take advantage of drier late season channel conditions.

ACTUAL COST VS. BUDGET:

Bids were opened and read aloud on Wednesday, May 23, 2018 by the City of Gillette Purchasing Division.  Three bids were received.

The bids were reviewed.  One bidder failed to acknowledge the addendum and also had a minor math error.  These errors made the bid informal but was not reason to reject the bid.  This bidder was not the low bid.

GW Construction is the apparent low bidder at $76,067.32.  The bid is 63% of the high bid and 51% of the Engineer's Estimate.  The second lowest bid was 91% of the high bid and 73% of the Engineer's Estimate.

GW Construction has been contacted and they are satisfied with their bid.

The City of Gillette Engineering Division prepared the drawings and bid documents for this project.  Materials testing will be performed by a consultant.  The primary factor in the discrepancy between the apparent low bidder and the Engineer's Estimate is the aged data that was used to establish an estimate based off of comparable labor and material costs for the 2012 Sunflower Drainage Improvement Project, and the comparatively low line item bids received for this project.  Engineering staff plans to utilize the remaining funds from this account toward additional improvements either in the same channel or on other drainage needs throughout the community. 

The funding for this project has been allocated from the 1% Optional sales Tax Account 201-10-05-419-70-47405 in the amount of $189,592.00.
