SUBJECT:
Council Consideration for the Acceptance of Public Improvements for the Winland Industrial Park Landowners Backflow Prevention Installation Project, Installed by Long's Plumbing & Heating, Inc., in the Amount of $25,542.00 (1% Project).
BACKGROUND:
In preparation for the Winland Industrial Park Water & Sanitary Sewer Rehabilitation project (16EN41), the individual lots in the Winland Industrial Park, Lysle Subdivision, and WCE Subdivision will be transitioned to  individual water meters from the current master metering of the City of Gillette water service. The Winland Industrial Park Landowners Backflow Installation project was awarded to Long's Plumbing & Heating, Inc. for the installation of individual backflow prevention devices required by the Department of Environmental Quality (DEQ). This is required by City Ordinance 17-31, regarding Cross-Connections and Backflow Protection. The new services and individual meters will be installed during the upcoming project (16EN41).
ACTUAL COST VS. BUDGET:

The project was awarded at $22,445.00 for the installation of twenty-nine (29) backflow prevention devices. When Long's Plumbing & Heating, Inc. was in each building, thirty-two (32) backflow devices were required to be installed to meet both City Ordinance 17-31 and the 2015 International Plumbing Code. There were two (2) change orders to increase the number of backflows and to correct the size of four (4) devices for a total increase of $3,097.00. The total contract was $25,542.00.

The contract was funded from the 1% Optional Sales Tax Account #201-10-05-419-70-47440 and includes a $400,000.00 State Land Investment Board (SLIB) grant and the Winland Landowners Association Contribution of $100,000.00. The agreement with the Winland Landowners Association includes provisions that a portion of their contribution will be used to pay for the backflow device installation, along with the meter fees and installation which will be included in the upcoming Winland Industrial Park Water & sewer Rehabilitation project (16EN41) which will go out for bid August 1, 2018.
