SUBJECT:
Council Consideration of a Professional Services Agreement for Construction Management Associated with the Winland Industrial Park Water and Sanitary Sewer Rehabilitation, with DOWL, in the Amount of $79,640.00 (1% Project).
BACKGROUND:

This project includes replacing approximately 1000 LF of 8-inch sanitary sewer main between five different locations, the installation of approximately 550 LF of new 12-inch water main and installing additional fire hydrants. Two (2) City water system connection points will also be completed and the replacement of 500 LF of sanitary sewer service lines and replacement of six (6) existing sanitary sewer manholes.

Construction Management services for the 35 working day plus the ten (10) working days from issuance of the Certificate of Substantial Completion to Final Completion and will include the pre-construction meeting with the City of Gillette and Hot Iron, Inc., review of drawings, schedules, submittals, and a Resident Project Representative (RPR) for inspection services, materials testing, survey, construction staking, progress meetings during construction, construction reports, monthly and final contractor pay requests, full time project inspection, project engineer's services and Drawings of Construction  Record.

The cost breakdown for the Construction Management is as follows:

Full Time Inspection                           $53,281.00

Construction Staking/Survey              $11,115.00

Materials Testing                                $10,670.00

Post Construction Services/Closeout   $4,574.00

The proposed fee equates to $1770.00 per day of construction or 9% of the construction bid amount.

ACTUAL COST VS. BUDGET:
The funding for this contract will be from the 1% Optional Sales Tax Account 201-10-05-419-70-47440 and includes $400,000.00 State Land Investment Board (SLIB) grant and the Landowners Association Contribution of $100,000.00 of which $25,542.00 has been used to fund the Winland Industrial Park Landowners Backflow Installation Project. The overall budgeted amount for this project is $1,060,000.00.
