Council Consideration of a Professional Services Agreement for Design and Bidding Services Associated with the City Pool Parking Lot Improvements Project, with DOWL, in the Amount of $50,950.00 (1% Project).
BACKGROUND:

This project at the City Pool is to perform a redesign, surveying and geotechnical services and bidding needed for the pool parking lot, along with pavement rehabilitation of the upper parking lot. These facilities are located at Gillette Avenue and 10th Street. The main parking lot will include the review of traffic circulation and parking lot layout, including signage, lighting, landscaping and drainage improvements. The upper lot will include re-surfacing if construction funds are available. Construction for this project is scheduled to take place in spring of 2019. The current parking lot was constructed in 1993 along with the pool improvements although some minor changes have occurred over time. One issue which was reviewed as part of the scoping of this project was the lower retaining wall on the south side of the parking lot. The slope has been moving, making the retaining wall lean out into the lot, indicating that review and correction is needed. Although not a part of the original scope, an alternate to deal with this deficiency was included by the engineer. If this item is not performed the cost of this project would be lowered to $42,005.00.

ACTUAL COST VS. BUDGET:

The City’s 1% budget (201-10-05-419-40-44331) has $700,000.00 set aside for this project including $94,000.00 for Design and Construction Management. If awarded as recommended, the construction management remaining funds would be $43,050.00 which will need to be adjusted based on current estimates.  The construction preliminary budget would allow for increases up to $132,000.00 without budget adjustment.

I move for Approval of a Professional Services Agreement, for Design and Bidding Services Associated with the City Pool Parking Lot Improvements Project, with DOWL, in the Amount of $50,950.00 (1% Project).
