| Council Consideration of a Wholesale Water Service Agreement with the Means First Extension Water & Sewer District. |
| BACKGROUND: |
| The Means First Extension Water and Sewer District has executed a Water Service Agreement (WSA) to take intermittent service from the Regional system for 204 lots. The City Council approved the form of the Water Service Agreement for Improvement and Service Districts and other water systems within the Designated Service Area around Gillette during the October 7, 2014, Council meeting. After the approval of the WSA and the Wholesale Water rates, staff contacted the rural districts identified in the JPA to secure their approval of the WSA for their district and the water rates approved by the Council and the Regional Water Panel. Upon execution of the attached WSA for Means, the City will submit a grant application to the Wyoming Water Development Commission in Summer 2019 to seek grant funding to extend a pipeline to serve both Means and the Airport as part of the Gillette Regional Water Supply System. The Airport previously executed a similar WSA. |
