The City of Gillette is looking to extend the life of the existing Wastewater Treatment Facility (WWTF) equipment and process to the extent possible while allowing for flexibility to incorporate process changes that will benefit the current system and that may be required by potential permit changes. A clear and concise document will be developed by this project that will assist staff in the planning, budgeting, and scheduling of major maintenance and capital improvement projects to be completed by a combination of internal operations staff and through publicly bid construction projects.
The City publicly advertised a request for proposal for this project on October 26, 2018, and November 2, 2018. Three proposals were received by the deadline of November 16, 2018, at 2:00 by the following engineering firms: HDR Engineering, Inc., Morrison Maierle, Inc., and DOWL. Proposals were reviewed by a selection team comprised of Mike Cole, Bob Molder, Levi Jensen, and Joe Schoen, and were rated on the following criteria:
- Project Approach/Scope
- Firm Qualifications/Past Experience
- Team Qualifications (Personnel and Sub-Consultants)
- Knowledge and Experience with Wastewater Treatment Technologies
- Familiarity with Regulations
- Coordination with City and Local Project Manager
- Scope Alterations
- Price
Through this review process, the selection team chose HDR Engineering, Inc. for this project. A draft report is due on April 1, 2019, which will also include a presentation of the findings and recommendations of the project to City Council at a regularly scheduled meeting. A final report is due on June 1, 2019. |
