City Staff has heard from plumbers, fire suppression contractors, and other contractors questioning the current definition of a "Certified Backflow Assembly Tester" in Section §17-40 (e) (18) of City Code.
Based upon our review, the current definition differs from the Wyoming DEQ Chapter 12 Rules and Regulations.
The attached Ordinance is intended to clarify who can survey, install and test various backflow prevention devices as part of our Cross Connection and Backflow Prevention Program within Section §17-40 of City Code. The definitions within the attached Ordinance are consistent with the DEQ Water Quality Regulations. Our goal is to continue to have plumbers and fire suppression contractors "install" the required devices, while allowing others (who are not plumbers) the ability to perform the initial, and required annual testing, so long as they possess the minimum tester certification in accordance with the DEQ Rules and Regulations.
This Ordinance is a simple housekeeping item to adjust our current (more-stringent) requirements to match the DEQ requirements. Staff supports this Ordinance. |
