SUBJECT:
Council Consideration of a Bid Award for the Dalbey Park to Gillette College Pathway – Phase 1 Project to Hladky Construction, in the Amount of $547,000.00 (WYDOT TAP Grant and 1% Project).
BACKGROUND:

This project is for the first phase of the pathway between Dalbey Park’s sidewalk and Gillette College. The project will consist of a 413’ of boardwalk across the wetlands that were installed on the Gillette Fishing Lake Sediment Forebay Project (09EN03) to the Fire Station Number 3 area and 793’ of new pathway and 103’ of reconstructed pathway under the Highway 59 bridge to provide proper clearance. The project also includes a pumping system to remove Donkey Creek water after flooding events and lighting under the bridge. The WYDOT Tap grant is providing 80% of the funds for this work up to $390,000.00 which will be reimbursed upon payment by the City. The contract allows for 150 working days to complete this contact.

ACTUAL COST VS. BUDGET:

The funding for this project has been allocated from the 1% Optional Sales Tax Account 201-10-05-419-70-47406 in the amount of $412,000.00. Since this is a WYDOT TAP grant project the cost is split, 80% federal funds and 20% City funds up to $390,000.00. The City must pay all the cost during the project and WYDOT will reimburse the city for the federal share. The cost for contract is $547,000.00 which is $135,000.00 above what was allocated for this project. At present, funds are contained in account item 201-10-05-419-70-47406 to cover the excess cost for this construction including funds which are forecast to under run, due to recent bids.

I move for approval of a Bid Award for the Dalbey Park to Gillette College Pathway – Phase 1 Project to Hladky Construction, in the Amount of $547,000.00 (WYDOT TAP Grant and 1% Project).
