| Council Consideration of a Bid Award for the Wastewater Treatment Plant Anaerobic Digester Cleaning and Coating Project to R.C.S. Construction, Inc., of Rapid City, South Dakota, in the Amount of $475,538.24. |
| BACKGROUND: |
This project consists of painting the steel surfaces of a 60-ft diameter digester at the Wastewater Treatment Facility. The digester has failures of the coating system which will require re-coating. This work includes the removal of sludge and cleaning of the digester, removal of the existing paint, re-coating the interior and exterior steel surfaces of the digester including all exposed parts and all other appurtenances. Three valve replacements are included while the digesters are out of service. Two roof support brackets and a digester lid are also scheduled to be replaced. The project was bid with and additive alternate that adds the cleaning and painting of an additional 60-ft diameter digester as well as replacing four additional roof support brackets, on additional valve, and on additional digester lid.
The project was publicly advertised for bid on January 25, February 1, and February 8, 2019, and bids were opened and read aloud on February 13, 2019, at 1:00 PM.

Due to the specialty nature of this work and the limited number of contractors that are able to perform the work, it is staff's recommendation to award the project with the additive alternate included. |
