CASE SUMMARY:

The owner is requesting the construction of a new eighty-two (82) unit, four (4) story Hampton Inn & Suites to be located on Lots 2A and 2B, Block 1, of Westover Hills Subdivision Phase 1 more simply known as 2300 & 2312 Westover Road.

CASE BACKGROUND:

This case came before the Planning Commission in 2017.  That Development Plan has since gone beyond the 3 year expiration as well as being significantly different in layout from the previous Development Plan.

The vacant 3.69 acre property legally described as Lots 2A and 2B, Block 1 of the Westover Hills Subdivision Phase 1 were originally platted as Lot 2 of the Westover Hills Subdivision Phase 1 in 1980. In 1988 the original Lot 2 was split into Lot 2A and Lot 2B.  No development has ever taken place on either of the two lots.  In late 2019 an administrative plat to combine Lots 2A and 2B, Block 1, Westover Hills Subdivision Phase I was submitted for review and approval. The proposed layout indicates the structure will be built across the existing Lots 2A and 2B.  Prior to any building or zoning permits being issued the administrative plat to combine the lots into one lot is required to be filed at the office of the Campbell County Clerk.

Access to the lot will be from Westover Road and water, sewer and electric is available to service the commercial area.  The plan provides for sufficient parking and access.  An updated plan will be required showing proper 26’ widths for the fire lanes in order to ensure access for the Fire Departments large vehicles as noted in ePlans.  Drainage for this development will be to the north to a detention pond that outlets to the north.  A small retaining wall will be located on the west side of the property.

Both lots are currently zoned C-1, General Commercial and are entirely surrounded by C-1 zoning with the exception of I-90 to the north which is zoned as 1-2, Heavy Industrial. This proposal is compatible with the Land Use Plan as the Land Use Plan envisions this area to develop as General Commercial.

On April 23, 2020, the Parks Board reviewed the Development Landscaping plan and voted in favor of the proposed Landscape Plan.  The Landscaping meets the requirements and intent of the Landscape Ordinance.

CASE REQUIREMENTS:
  1. All comments and concerns in ePlans shall be addressed.

  2. A signed mylar and $75 recording fee is required.

  3. Prior to any building or zoning permits, the previously submitted and approved Administrative Plat shall be filed at the office of the Campbell County Clerk.

  4. Any work done within the City right-of-way along Westover Road will require review and approval as well as a cut permit from the City Engineer.

  5. Any signage on the building or monument/pole signs will require a separate permit.

  6. The applicant shall work with the City Electrical Division to obtain any necessary easements prior to the Certificate of Occupancy being issued.  All requirements of the Electrical Division shall be met.

STAFF RECOMMENDATION:

Staff recommends approval, subject to all Planning Requirements.
