This proposed Amendment Two (A) would be the second amendment to the Camporee MOU between the City, County, and Land Board.
This amendment proposes the following changes:
1. A distinction is drawn between funds budgeted prior to 8/2022, approved, but not yet spent, and funds budgeted after 8/2022. With the exception of the $340k addressed below, the former would not count toward the City and County's payment obligation; the latter would. City Staff does not believe there are any funds budgeted prior to 8/2022 that have not been spent. This change does not contemplate any additional funding from the City and County.
2. The threshold for the City and County's payment obligation is increased from $1.5M to $1.84M. This accounts for reallocating the $340k originally intended for portable toilets for the Camporee event to general Camporee use. As with item 1, this does not contemplate any additional or new money from the City and County.
3. The City and County would waive approvals in order for the Land Board to access its Operations Reserve Fund and Special Event Fund. Currently, the City and County must approve expenditures greater than $100k from the Operations Reserve Fund and expenditures greater than $35k from the Special Events Fund. This waiver would only apply to Camporee related costs above the City and County payment threshold. This request is desired in order to give the Land Board flexibility in light of the increasing short time until Camporee. |
