Council Consideration for the Acceptance of Public Improvements for the 2024 Crack Seal Project, installed by Z & Z Sealing and Coating, in the Amount of $124,987.22 (1% Project).
BACKGROUND:

Asphalt crack sealing and asphalt mastic repair are preventative maintenance techniques that helps extend the life of the existing streets (3-5 years) as part of a good preventative street maintenance program. This project (24EN14) consisted of sealing approximately 35,864 linear feet of crack sealing and approximately 8,125 square feet of mastic repair on the street surface. All the areas to be crack sealed have been identified with the PAVER software program as areas needing surfacing maintenance. The PAVER software provides each street with a Pavement Condition Index (PCI) number. The higher the PCI for a street, the better surface condition it is.

WHAT WAS DONE: Crack sealing is the process of grinding out the cracks in the pavement, blowing out the cracks to ensure they are clean, placing an adhesive sealant into cracks and then placing a blotting agent on the fresh sealant to prevent tracking by vehicle tires. By performing crack sealing maintenance, we can extend pavement life by preventing the infiltration of water, which freezes during the winter months, causing damage by expanding the existing crack in the pavement which eventually becomes a pothole.

 

Mastic repair is the process used on larger cracks (wider than 1”) and alligator surface distresses that crack seal cannot seal effectively. The process is like the crack seal process which includes cleaning out cracks and then using a hot poured polymer modified liquid asphalt to fill in the gaps or low spots. Mastic repairs are completed where the distress is too advanced for conventional crack sealing and too limited to warrant repaving or other rehabilitation treatments such as rotomill and overlays.

 

WHY NEEDED: By performing crack sealing and mastic repair maintenance, we can extend pavement life by preventing the infiltration of water, which freezes during the winter months, causing damage by expanding the existing crack in the pavement which eventually becomes a pothole.

SCHEDULE: This project was completed within the scheduled time frame in October 2024.

ACTUAL COST VS. BUDGET:

The project was awarded to Z & Z Sealing and Coating in the amount of $94,308.99. There were a total of three change orders with the project which increased the total contract to $124,987.22.

Change Order #1 – Increase of $20,603.50 for mastic sealing. This is for larger cracks that came up in areas that regular crack seal would not be sufficient.

Change Order #2 – Increase of $10,074.73 for additional crack sealing to complete Overland Trail.

Change Order #3 – Reduce by ($579.67) to reconcile final quantities.

This project was fully funded with the Optional 1% Sales Tax Fund with an allocation of $172,020 in FY2024.
