Council Consideration to Write Off Bad Debt on Noncollectable Utility Accounts in the Amount of $68,917.46.
BACKGROUND:
November 1991, the City Council authorized the Finance Department to write off certain noncollectible accounts.  The majority of accounts receivable are utility accounts and the staff will continue to request approval to write off utility accounts receivable.

The city procedure governing utility accounts receivable has been followed on all accounts.  The accounts were turned over to a collection agency and removed from active status.  The collection agencies then attempted to collect the amount owing.

The staff has compiled a list of accounts that were turned over for collection and have had no activity since July 2011 to June 2012.  These accounts have been researched and there is no reason to believe any additional money will be collected on these accounts.

The amount to be written off is $68,917.46.  As indicated in the attached listing from Chris Aaberg, Credit Administrator for Customer Service. Included in the $68,917.46 requested to be written off, 43% is due to Bankruptcy.  The accounts to be written off are due to statute of limitations have expired or the account is non-collectible.
